New Orleans Struggles With Floodwaters, Looters (text)
August 31, 2005: Floodwaters, which have inundated nearly 80 percent of the city of New Orleans, appeared to stabilize late Wednesday as officials struggled to evacuate victims and end sporadic looting. President Bush, cutting short his vacation, flew over the devastation and pledged to deliver federal aid to those struggling in the wake of Hurricane Katrina.
