Former FEMA Chief Blames State, Local Officials for Katrina Response (video)
September 27, 2005: Former Federal Emergency Management Agency chief Michael Brown defended his role in responding to Hurricane Katrina on Tuesday, saying his agency's role was one of coordination and that failure in leadership had come from the state and local levels. "My biggest mistake was not recognizing by Saturday that Louisiana was dysfunctional," two days before the storm hit, Brown told the panel. Kwame Holman reports on Brown's testimony before the House committee investigating the response to Katrina.
