Attached is a letter to Gov. Blanco and to the Commander of the Army Corps of Engineers regarding concerns over the state\'s coastal protection plan. It was forwarded by Oliver Houck, the Tulane Law professor who participated in the last Huddled Masses. The signors of this letter include scientists and engineers who have spearheaded Louisiana coastal restoration efforts for decades, and engineers who were independent enough to show the vulnerability of the Corps levee systems. \r\n
